Short answer: There is no official ESA registry. The only legitimate documentation is a signed letter from a licensed mental health professional (LMHP) who has evaluated you. The letter must state you have a disability that benefits from the animal’s presence. Online ‘ESA certificates’ without an evaluation are scams.
What you should actually do
- ESAs have NO public-access rights (different from service animals) – cannot accompany you in stores, restaurants, etc.
- Two laws give ESAs rights: Fair Housing Act (no pet fees in housing) and (used to) Air Carrier Access Act (now mostly repealed in 2021).
- Legitimate ESA letter requirements: licensed in your state, has an established treatment relationship, signed letter on letterhead.
- Cost of a legit ESA letter: typically $150-400 (some online platforms offer faster service for $200-300).
- Fraudulent ‘registry’ certificates are not recognized by landlords or any legal authority.
The ESA letter market exploded in the 2010s with online services that issued letters without real evaluation – many are now considered fraudulent. Landlords are increasingly able to reject these and require verification from the issuing therapist.
If you genuinely need an ESA for a documented mental health condition, your existing therapist is the right source. If you don’t have one, telehealth platforms like Pettable or Certapet include licensed therapist evaluations – more expensive than a fake certificate but legally valid.
